Who is dumber, JD Hayworth or McCain?

The McCain campaign has been making assertions that JD Hayworth isn't very smart, based on 1) one typo in a press release misspelling McCain's name, and 2) JD explaining in a speech that the U.S. didn't need to proactively "declare war" on Germany, since we were already at war with Germany (so Roosevelt instructed Congress to "recognize" a state of war).The McCain spin machine doesn't apparently understand this nuanced difference. Hayworth, a history buff, finds it fascinating which is why he brought it up. 

In reality, McCain graduated 894th in his navy class of 899 at the US Naval Academy, barely passing. Hayworth graduated cum laude from North Carolina State University with a double major in Political Science and Speech-Communication.
