Arizona Governor Jan Brewer: Too Many Questions, Costs with State Health Exchange

PHOENIX – Today, Governor Jan Brewer notified the Obama administration that the State of Arizona will not pursue the creation of a state-based Health Exchange. Instead, Arizona will participate in a federally-operated Exchange, according to the guidelines of the Patient Protection and Affordable Care Act.

“Today, I notified the U.S. Department of Health and Human Services (HHS) that the State of Arizona will not create a state-based Health Exchange. This decision comes following an extensive research and outreach process during which my team of health advisors conducted public hearings and met with HHS, patient advocates and representatives of Arizona hospitals, health providers, insurers, tribal groups and other members of the health care community.

“This has been one of the more difficult decisions of my career in public service. My opposition to the Affordable Care Act (ACA) is unwavering, as is my belief that it should be repealed and replaced with legislation that achieves its stated goals: to improve access to quality, affordable health care in this country. But I am also aware that the ACA remains the law of the land. Likewise, though I am a steady advocate of local control, I have come to the conclusion that the State of Arizona would wield little actual authority over its ‘state’ Exchange. The federal government would maintain oversight and control over virtually every aspect of our Exchange, limiting our ability to meet the unique needs of Arizonans and the Arizona insurance market.

“A state Exchange would be costly. Though the federal government has pledged to pay nearly all startup costs, states that form their own health exchanges are on the hook for operational expenses beginning in 2015. Those costs could total $27 million to $40 million annually for the State of Arizona, according to a recent study conducted by Mercer. Of course, these expenses would be passed along in the form of fees resulting in higher health premiums for Arizona families and small businesses. This would be an additional financial burden at a time when so many Arizonans are still struggling.

“Lastly, there simply remains too much we don’t know about how a State-based Exchange would function and its ultimate cost to taxpayers. Without clear federal guidance and instruction, I cannot in good conscience commit the taxpayers of my state to this costly endeavor.

“The State of Arizona has a long history of health care innovation. Our Medicaid program, AHCCCS, has been a national model of cost-efficient care for three decades, and our pioneering pursuit of integrated health is designed to improve the quality of life for Arizonans living with serious mental illness. In this proud tradition, I remain committed to working with legislators to enact State reforms that improve care and reduce costs for Arizona families, while maintaining a vibrant and competitive health care marketplace.”

22 Signs That Voter Fraud Is Wildly Out Of Control And The Election Was A Sham

After what we have seen this November, how is any American ever supposed to trust the integrity of our elections ever again?  There were over 70,000 reports of voting problems on election day, and there are numerous eyewitnesses that claim that they saw voting machines change votes for one candidate to another candidate right in front of their eyes.  In several of the swing states there were counties where the number of registered voters exceeded the total voting age population by a very wide margin.  How in the world does that happen?  Some of the vote totals that were reported in some of the most important swing states were completely and totally absurd, and yet we are just supposed to accept them on blind faith without ever being able to ask any questions.  Of course the Romney campaign has already totally given up, so it isn’t as if there is any chance that the results of the presidential election could be overturned anyhow.  But if massive election fraud did take place and nobody is held accountable, what kind of message will that send for the future?  Will we ever be able to have faith in the integrity of our elections ever again?
The following are 22 signs that voter fraud is wildly out of control and the election was a sham…
#1 According to the Election Protection Coalition, voters across the United States reported more than 70,000 voting problems by 5 PM Eastern time on election day.
#2 There were 59 voting divisions in the city of Philadelphia where Mitt Romney did not receive a single vote.  In those voting divisions, the combined vote total was 19,605 for Barack Obama and 0 for Mitt Romney.
#3 The overall voter turnout rate in Philadelphia was only about 60 percent.  But in the areas of Philadelphia where Republican poll watchers were illegally removed, the voter turnout rate was over 90% and Obama received over 99% of the vote.  Officials in Philadelphia have already ruled out an investigation.
#4 According to WND, one poll watcher in Pennsylvania actually claims that he witnessed voting machine software repeatedly switch votes from Mitt Romney to Barack Obama…
It was in Upper Macungie Township, near Allentown, Pa., where an auditor, Robert Ashcroft, was dispatched by Republicans to monitor the vote on Election Day. He said the software he observed would “change the selection back to default – to Obama.”
He said that happened in about 5 percent to 10 percent of the votes.
He said the changes appeared to have been made by a software program.
Ashcroft said the format for computer programming has a default status, and in this case it appeared to be designating a vote for Obama each time it went to default.
#5 Somehow Mitt Romney won 55 out of the 67 counties in the state of Pennsylvania and still managed to lose the entire state by a wide margin because of the absurd vote totals that Obama ran up in the urban areas.
#6 Barack Obama received more than 98 percent of the vote in 10 out of the 50 wards in the city of Chicago.
#7 Prior to the election, voters in the states of Nevada, North Carolina, Texas and Ohio all reported that voting machines were switching their votes for Romney over to Obama.
#8 There were more than 50 precincts in Cuyahoga County, Ohio where Mitt Romney received 2 votes or less.
#9 There were more than 100 precincts in Cuyahoga County, Ohio where Barack Obama received more than 99 times the votes that Mitt Romney did.
#10 Barack Obama also received more than 99% of the vote in a number of very important precincts down in Broward County, Florida.
#11 Wood County, Ohio (which Obama won) has a voting age population of 98,213, but somehow 106,258 voters were registered to vote on election day.
#12 Ten counties in the swing state of Colorado have a voter registration rate of more than 100%.
#13 Barack Obama did not win in a single state that absolutely requires a photo I.D. in order to vote.
#14 In Ohio, two election judges were caught allowing unregistered voters to cast ballots.
#15 Many Ohio voters that showed up at the polls on election day were surprised when they were informed that they had already voted.
#16 In fact, there were reports all over the nation of people being unable to vote because records showed that they had already voted.
#17 According to U.S. Representative Allen West, there were numerous “voting irregularities” in St. Lucie County, Florida on election day…
The thing that spurred our curiosity in our race was the fact that at 1 o’clock in the morning on Election Night, all of a sudden there was a 4,000-vote swing that took me from being ahead to put the lead into my opponent’s hands.”
#18 In Wisconsin, there were allegations that Obama voters were actually being bussed in from out of state
The Democrats stationed a self described “BIG Chicago pro bono attorney” as one of their two observers at this small polling place. He remained at the polling place from 7:00 a.m. until well after 8:p.m. …..A high priced CHICAGO attorney, sitting in a Sheboygan WISCONSIN polling place, observing wards comprised of 1500 voters? …. WHY???
Why would someone from Chicago be observing in Sheboygan Wisconsin? And WHY at such a small polling place? Finally, isn’t it interesting that this would occur at the VERY polling place in which all of the above described events ALSO occurred? AGAIN WHY WOULD A CHICAGO ATTORNEY BE OBSERVING AN ELECTION POLLING PLACE WITH FEWER THAN 1500 VOTERS IN IT, IN SHEBOYGAN WISCONSIN? Of all the places where there has been suspected voting irregularities, and OUTRIGHT FRAUD throughout the ENTIRE United States, WHY HERE? WHY SHEBOYGAN? WHY THIS SMALL WARD?
This lawyer spent the day running in and out making, and taking calls, which coincidentally then coincided with influxes of groups of individuals by the van and bus loads, coming in to register, AND VOTE, using what appeared to be copied Allient energy bills. These individuals often did not have photo I.D.’s, could not remember their own addresses without looking at the paper, and became easily tripped, confused and annoyed when questioned.
Many of these same individuals, just so happened to be dressed in/wearing CHICAGO BEARS apparel, and whom openly discussed “catching busses back to Chicago” with each other, with poll workers, via their cell phones in the lobby area just outside the polling place, as well as in the parking lot, both before and AFTER registering and voting.
One woman was dressed head to toe in CHICAGO BEARS apparel including perfectly manicured BEARS fake fingernails!
She complained because registering was taking too long and she had to hurry up to catch her bus back to Chicago.
We have photos of these people in vehicles with plates from different states, photos of them leaving the polls, and other irregularities.
#19 Prior to election day, an Obama for America staffer was caught on video trying to help someone register to vote in more than one state.
#20 It is being alleged that unions in Nevada have been registering illegal immigrants and pressuring them to vote.
#21 According to townhall.com, there was a systematic effort by the Obama campaign to suppress the military vote because they knew that most military votes would go against Obama…
Aiding Obama’s win was a devious suppression of the conservative vote. The conservative-leaning military vote has decreased drastically since 2010 due to the so-called Military Voter Protection Act that was enacted into law the year before. It has made it so difficult for overseas military personnel to obtain absentee ballots that in Virginia and Ohio there has been a 70% decrease in requests for ballots since 2008. In Virginia, almost 30,000 fewer overseas military voters requested ballots than in 2008. In Ohio, more than 20,000 fewer overseas military voters requested ballots. This is significant considering Obama won in both states by a little over 100,000 votes.
#22 According to the Naval Enlisted Reserve Association, it appears that thousands of military votes from this election will never be counted at all.

What is the Electoral College?
The Electoral College is a process, not a place. The founding fathers established it in the Constitution as a compromise between election of the President by a vote in Congress and election of the President by a popular vote of qualified citizens.
The Electoral College process consists of the selection of the electors, the meeting of the electors where they vote for President and Vice President, and the counting of the electoral votes by Congress.
The Electoral College consists of 538 electors. A majority of 270 electoral votes is required to elect the President. Your state’s entitled allotment of electors equals the number of members in its Congressional delegation: one for each member in the House of Representatives plus two for your Senators. Under the 23rd Amendment of the Constitution, the District of Columbia is allocated 3 electors and treated like a state for purposes of the Electoral College. For this reason, in the following discussion, the word “state” also refers to the District of Columbia.
Each candidate running for President in your state has his or her own group of electors. The electors are generally chosen by the candidate’s political party, but state laws vary on how the electors are selected and what their responsibilities are. The presidential election is held every four years on the Tuesday after the first Monday in November. You help choose your state’s electors when you vote for President because when you vote for your candidate you are actually voting for your candidate’s electors.

Sal DiCiccio on entitlement culture of government

It's been a very tough four years for most people in our economy. You have seen the value of your home and retirement accounts fall while taxes, fees and public debt shot up.
Businesses and jobs went away, and while things seem better these days we're not yet back on the path that feels right.
Your government didn't do much to help you and in many instances made the recession worse.
As a Phoenix City Council member I've seen first-hand the hurtful effects of this wrong-headedness about economic issues.
In the next few months, I will be providing examples to explain what is wrong with our government and what can be done to fix our economy, getting us back on a more efficient and effective course.
Phoenix, of course, has a reputation as the Best-Run City in the World, and it has great people and does many things well. But when the recession hit, even this supposed stalwart of good government succumbed to the primary instinct of government everywhere, to protect themselves first. They used language designed to create the image that people in government were suffering and sacrificing along with everyone else when in fact that was not true.
For example, the average total compensation of all employees went from $80,347 to $100,980 from 2005 to 2012, a growth of nearly 26 percent. While city staff had nearly 17,000 employees, only 15 workers lost a job in the recession less than a tenth of 1 percent of the work force. How's that compare to what happened with your business or employer?
Pay raises for most people were put on hold. Not government. They saw pay raises near 5 percent every year in the recession. Did you get a pay raise, or did you see your family get a pay cut? Many in the private sector saw pay cuts around 25 percent or more.
Property valuations went down 20 to 30 percent. Are you paying 20 to 30 percent less in property taxes? Probably not. Your local government quietly raised your rates hoping you would not notice. You paid more than you should, and government staff was buffered from the effects of the recession.
You and other citizens were never asked if you would rather that employees forgo an annual raise ( averaging nearly 5 percent hikes) rather than lose critical services -- services like senior care, youth programs, library hours, after school programs to name a few.
That's how government works: Belief that they are entitled to be protected.
To me, the focus was and is backwards. The culture of government in general, is to cut services and raise costs for the public without making any sacrifice themselves. .
I believe we're not going to change the culture of government as it is now structured. The difference will have to come by introducing more competition into the system rather than expanding the workforce that's already driven by the culture of self-protection. Monopolies do not self-reform.

A Modest Proposal for Modern Times

The election didn't go exactly the way that most Republicans would have preferred. Now many of them are stating that perhaps it is time to consider bipartisanship. Reach across the aisle, so to speak. After all, even Speaker Boehner has said, "This is your moment to lead, Mr. President."
 
Ah, yes, let us allow him to lead by example. And his supporters, too.
 
Of course, as we all know, the President is very fond of saying that he thinks the wealthy should pay their fair share. He has actually said this so many times, it's become a chant amongst his failthful followers. 
 
So, it is my suggestion that we take him up on this idea. However, we must phase it in carefully, to see if it works. That way, if we find that it is not successful, and that other methods of getting this huge national debt must be employed, we can stop that experiment immediately. 
 
My modest proposal for modern times is quite simple. I believe that we should have a tax on being a Democrat. 
 
Now, if one is to listen to the Democrats, they are mostly poor, and in need of handouts, such as free cell phones, and subsidized lodging and food. Therefore, it is to be assumed that their standard of wealth is substantially lower than that of Republicans. 
 
So, let us suggest that any Democrat making more than $30,000 per year, including all benefits, is considered wealthy, and therefore should be eligible for the Democrat tax. A careful examination of their rhetoric would lead one to figure that such a tax will only affect about 10% of the wealthiest Democrats. 
 
Therefore, the tax levied on any Democrat should be at 10% for those making from $30,000 to $100,000. Then, in the spirit of paying their fair share, anyone making over $100,000 - surely that will compute to be only 1-2% of all Democrats - should pay an additional levy of 25%, for a total of 35%, which I am quite sure they will do with great cheer and enthusiasm. After all, they will be paying their fair share, and that will make them feel warm and fuzzy inside. 
 
And, since the Democrats are all so jolly with the concept of earmarks, I believe that we should take advantage of that fine old tradition, too. So, let us attach some additional taxes for these fine folks that wish so dearly to pay more taxes. Hmmm... We will say that any time a Democrat purchases a big-ticket item (defined as anything valued at over $250), such as a new television, or cell phone, or even when they obtains a different vehicle - there will be an additional tax of 7% on those items. If they happen to be fortunate enough to purchase a Chevy Volt, well, let's add on a surcharge of $40,000 to compensate for the government subsidy on the vehicle. The revenues collected on these items will be placed in a special trust fund for Undocumented Immigrants Legal Defense and Catastrophic Health Care. 
 
Of course, none of this is meant to substitute for the other taxes they are paying already. No, the Democrat tax will be in addition to their sales tax, property tax, Social Security tax, income tax and whatever other taxes they pay. 
 
And to make sure that their generosity does not go unpunished, the Democrat tax will not include any deductions whatsoever. 
 
If it is successful in reducing the national debt and creating more jobs, we'll consider sharing this opportunity with other people of different political affiliations. 
 
So, let's give it a fair trial, a really fair trial. How about testing this theory for, say, the next 4 years, eh?

AZ Election Predictions: Bad Day for Liberals

Long considered one of the most conservative states, Arizona has become slightly less conservative in recent years. This trend started around 2000, somewhat due to the increasing Latino population. Liberal Democrat Janet Napolitano was elected to two terms as governor in 2002 and 2006. Arizona's senior U.S. Senator is John McCain, one of the most moderate Republicans in Congress. Conservative talk show host and former Representative J.D. Hayworth was unable to unseat McCain in 2008. That same year, five out of Arizona's eight U.S. Representatives elected were Democrats, in part due to redistricting that favored Democrats. That pendulum swung back in 2010, and now five out of eight are Republicans.
