Under Andrew Thomas, illegal immigration plummeted in Arizona
Andrew Thomas set a national standard for fighting illegal immigration. He helped write Senate Bill 1070, the state’s employer-sanctions law, and the voter-approved ban on bail for illegal immigrants accused of serious felonies. He and Sheriff Joe Arpaio were the only law-enforcement leaders to fully enforce state immigration laws, most famously in their crackdowns against human smuggling. Because of these efforts, by the time Andrew Thomas left office in 2010, illegal immigration had plummeted in Arizona.
