GOP legislative budget proposal doesn't involve raising taxes or heavily borrowing

The Republic covers it here. Not sure yet how good of a plan it is, but if it doesn't involve raising taxes or heavily borrowing and gimmicks then it's the best proposal so far.

Unfortunately, it does involve raising taxes. They just won't tell you it does. This was one of the dumbest proposals they could have put forth- evident in how quickly they canceled the hearing on it.

If you take money from the cities, money they have already earmarked or maybe event spent for infrastructure, the only way to replace that money is by raising utility rates. Just because you don't call water rates taxes doesn't mean you're not raising taxes.
