Arizona has a chance to set a great example for America. Arizona has the worst budget deficit in the country, on a per-capita basis, because of the huge spending increases enacted by Gov. Janet Napolitano and the Legislature during the past six years. If Arizona can resolve this crisis without raising taxes, we will do the nation a great service. Arizona can serve as a counter-example to the dangerous national trend of tax-and-spend crisis management.

Friday, June 12, from 6:00 to 8:00 pm, the Arizona Chapter of Americans for Prosperity Foundation is sponsoring a Taxpayer Town Hall meeting at the Wigwam Resort in Litchfield Park (three miles west of 101 and W. Indian School Road). Here is a link to a map and directions:

AZ Right to Life: Mesa Police Flush Miscarried Baby Down Toilet, Arizona Right to Life Calls for Protocol, Education

Volunteer Experts Stand Ready to Educate Police & Fire Departments Mesa, AZ - June 5, 2009 - Arizona Right to Life is shocked and saddened to learn of the callous disregard by members of the Mesa Police and Fire departments concerning the body of a preborn baby found in a hotel room in Mesa on June 1, 2009. According to the East Valley Tribune, the 24-year-old mother suffered a miscarriage, and police and firefighters were called to the scene. Unsure of what to do with the 12 to 14-week-old baby after contacting supervisors, "a decision was ultimately made by one or more of the officers to flush the fetus down the toilet." Arizona Right to Life calls upon Mayor Scott Smith and the Mesa City Council to initiate training for these departments immediately. Arizona Right to Life stands ready to assist with such education pertaining to the dignity of all human persons. Our staff of volunteer educators include doctors, nurses and lawyers who are ready to help the City of Mesa and its personnel so that this terrible incident never happens again. The medical examiner's office, hospital, or Unexplained Infant Death Advisory Council should have been called to the scene to handle the body (ARS 36-2291). The lack of respect for this little child reminds us of the corroding effects of the abortion culture and we demand that both police and fire departments be educated as to the humanity of the unborn child and the respect that every child deserves--even in death. Goldwater Institute: How deep do budget cuts go?

By Byron Schlomach, Ph.D. With less than a month before the 2010 fiscal year begins, Governor Brewer has announced a specific budget plan that proposes cuts in spending of less than $1 billion. The Governor's cuts for 2010 are smaller than those already made in 2009, despite the state's staggering deficit of nearly $3.5 billion. It can be difficult to compare apples to apples when looking at Arizona's General Fund spending from one year to the next due to the common use of budget gimmicks. Nevertheless, such comparisons can still be revealing. The above chart shows General Fund spending since 2001. The fiscal 2009 figure accounts for spending cuts that have been made, but understates actual spending due to gimmicks, like fund sweeps and delaying school district payments. The fiscal 2010 figure is the spending level proposed by Governor Brewer after all real cuts--actual spending reductions--are accounted for. Spending is flat since 2007, with hardly a hiccup since the recession started, and the modest state spending reduction in 2009 is largely restored in 2010. This illustrates the reluctance on the part of many in state government leadership--including Governor Brewer--to adjust to reality. The state's unemployment rate is currently 7.7 percent, well above the 6 percent reached in the 2002 recession, but state spending has scarcely taken a hit. Various legislative proposals would cut little more. Arizona families have adjusted their budgets to new realities. It's time the state did the same. We have the opportunity to pass a number of pro-Second Amendment bills this year but need your help. Please contact the members of the Senate and Senate leadership and respectfully ask them to hear and pass House Bill 2474, Senate Bill 1243, and Senate Bill 1113.

Now that the budget negotiations have concluded, a flood of legislation is expected to emerge, including important measures such as those listed below. It is vital that NRA members contact their state legislators to politely remind them that these are very important pieces of legislation to Arizona’s gun owners and sportsmen.

House Bill 2474, sponsored by State Representatives John Kavanagh (R-8) and Frank Antenori (R-30), would permit law-abiding citizens to keep a firearm locked in their privately owned vehicle when parked on their employer’s publicly accessible parking lot. HB2474 passed by an overwhelming vote in the House, 41-10-9. Please contact your State Senators TODAY and respectfully urge them to support and vote yes on HB2474 before session comes to an end, which would kill the bill.

Senate Bill 1243, sponsored by State Senator Russell Pearce (R-18), would clarify the statutory definition of defensive display of a firearm. SB1243 is awaiting a Senate committee assignment. This clarification of defensive display of a firearm is a valuable addition to your right to self-defense.

Senate Bill 1113, introduced by State Senator Jack Harper (R-4), would give customers the right to take concealed handguns into restaurants that serve alcohol. State Senator Jack Harper (R-4), the restaurant industry, and NRA have worked to craft new language that will be used in place of the currently proposed posting requirements. Over 30 states currently have restaurant carry provisions. In 2005, the Arizona legislature passed a restaurant carry provision, which was vetoed by previous Governor Janet Napolitano. SB1113 has been through First Reading and is now awaiting a committee assignment in the Senate.

Your polite phone calls and emails urging the Senate to stay in session and hear these bills could make a huge difference in whether or not they become law. Three Martin Heroes

Tuesday, June 2, 2009--Last Monday, Arizona state Treasurer Dean Martin's wife Kerry passed away due to complications magnified by childbirth. But the tragedy wasn't over. After 13 years of marriage, Dean's only child Austin Michael Martin-born 8 lbs, 5 oz.-died three days later. About 12 hours transpired before Dean hosted a press conference to offer consolation not for himself, but to mothers fearing a similar plight. "The reason I chose to come out and speak to you today," he said, "is that I know many expectant mothers who have heard this news are probably very worried-I know Kerry would have been. But I want you to know that the events that led to Kerry's death are rare, and she would not want you to worry. Hug your family, and cherish the miracle of life, but don't worry." He spoke dutifully, the way a decorated general would explain the loss of his men to their parents, but with the occasional broken voice of a grieving father, revealing personal human anguish. SEE VIDEO Martin's display of leadership drew poetic words of encouragement from around Arizona. "State Treasurer Dean Martin's press statement was one of the most genuine and sincere events that I have ever seen." wrote Judge Gerald Williams, "It was both a remarkable statement of faith and an amazing realization of the impact that his own personal tragedy could have on other expectant mothers. His concern for others, the vast majority of which he will never even know, was uniquely noteworthy. He allowed us to see him at what has to be the worst time in his life and I hope everyone realizes what an amazing man we have as our State Treasurer." "To have that grace, to think of others, especially moms worried. Having been a worried high-risk pregnancy mother, I cry for you, thank you for your incredible integrity, and the beautiful example of Christian fellowship," was one anonymous response over at Sonoran Alliance blog followed by, "I can't keep my eyes dry. I don't know how Dean did the news conference. I would have had to have someone speak for me." Local pundit Le Templar said, "Dean Martin has sent out just about the most stunning news release I have ever read." Speaking about Dean's wife, Templar pointed out that "Kerry was his staunchest supporter and probably his closest friend. This is the same Kerry who was the first to respond to a request for a rather unusual donation. The March 2009 issue of the Arizona Life Times newsletter asked expecting mothers to send in a 4D Ultrasound video of their baby. The videos will be used in a cutting-edge educational display that Arizona Right to Life is working feverishly to install in a local mall by August 2009. Kerry Martin raved on the phone with Program Specialist Teddy Sifert, and couldn't wait for the opportunity to show-off her unborn son on the nearly seven-feet-wide screens. "Anything I can do to help the cause," she said. Sifert asked her to send a copy of her ultrasound video at her convenience, and she promised to send the videos after her son Austin was born. The 4D Ultrasound (fourth dimension is motion) is GE's latest in sonographic technology and shows never-before-seen images of unborn children sucking their thumbs, smiling, opening and closing their eyes, and the undeniable facial characteristics of the parents. Even though Austin Michael Martin lived for only three days, he could play a major pro-life role: inspiring the 10 million local mall visitors to save others just like him.

Gary McCaleb serves as senior counsel and senior vice-president with the Alliance Defense Fund at its Team Resource Center in Scottsdale, Arizona. If it was not just one incident, why are you pro-life? Sen. Pearce: My pro life conviction comes from the value system taught in my home and my church. I have always believed in the sanctity of life and the protection of the most innocent among us, the unborn. I love families and believe children are a gift from God. It absolutely breaks my heart to see life discarded so easily. I know the pressures and the challenges a baby brings, but the decision cannot be to destroy a life for one's own convenience. It is a human life and deserves protection constitutionally and morally. To protect life, liberty and property is our constitutional duty recognized by our Founding Fathers as "God"-given rights, rights that cannot be violated or taken from us by government. AZRTL: What impact do you think our project to display ultrasound videos in the mall will have on the culture of life? Sen. Pearce: I believe putting a face and a testimony before the public in malls, on billboards, and radio and television will allow people to recognize that these are precious babies and they are real. Any way we can touch the hearts of our citizens and make them aware of options that allow these babies to be born is a good thing. These are tough decisions perhaps, but they are life-saving options. AZRTL: Do you have a pro-life hero? Sen. Pearce: I have spoken with folks who were allowed to live because of protections from the ability to abort or because a decision to abort was changed. What a shame it is for those who were not allowed to live. Whose life could they have enhanced because of the contributions they might have made? The list is long and the heart break is deep. Who are we that we give such little thought to ending a life? I know that many of those in a desperate and emotional state of mind who make these choices have life-long emotional trauma in looking back at their decisions and my heart breaks for them. So to prevent abortions, to allow life to develop and the baby to live and grow is ultimate for me. AZRTL: What has been your greatest pro-life accomplishment in the AZ legislature? Sen. Pearce: For the last six years we have passed legislation only to have it vetoed by our former pro-abortion Governor. I would love to have the legislature pass a constitutional referendum to protect the sanctity of life and to make it clear that abortion is illegal except in the case of the mother's life. AZRTL: Do you have any words for pro-lifers? Sen. Pearce: I don't just have a 100% voting record on life; I have a 100% commitment to life and families.

Goldwater Institute: Barney Frank's backdoor bailout

by Nick Dranias Unsustainable spending threatens city finances across the country. Filing bankruptcy would allow cities to cut their spending by getting out from underneath unsustainable payroll obligations. That means public employees would likely lose a portion of their retirement and health care benefits. Knowing this, California's firefighter union, California Professional Firefighters, is moving quickly to block cities from filing bankruptcy. If they succeed, cities may default on municipal bonds instead of cutting payroll and other expenses. Ultimately, taxpayers could be forced to foot the bill for yet another bailout--this time for holders and insurers of municipal bonds. But this time, the bailout may not come through the front door. Congressman Barney Frank is advocating a bill that would authorize the federal government to "reinsure" municipal bonds. This bill largely avoids the spectacle of creating a new federal agency to pump stimulus funds into insolvent cities. Instead, the federal government with its full faith and credit would quietly back private insurers of worthless municipal bonds, leaving taxpayers on the hook for billions of dollars in worthless city debt. Like past bailouts, Rep. Frank's backdoor bailout shifts the risk of bad investments from companies like A.I.G. (the second largest holder of municipal bonds) to taxpayers. And like other bailouts, it only makes the situation worse by treating the symptoms and ignoring the cause: unfettered growth and spending by cities and other municipal governments. The only real solution to municipal insolvency is to shrink cities, counties and towns to their core functions as defined by the principles of limited government. A recent Goldwater Institute report, A New Charter for American Cities, shows how it can be done. Nick Dranias holds the Goldwater Institute Clarence J. and Katherine P.
