"Tom Horne is Under Criminal Investigation by the FBI!"

Imagine if you were running for office, and the main attack your opponent uses against you is that you are being criminally investigated by the FBI. But you are not, and since the FBI will not confirm nor deny ongoing investigations, there is no way to prove your innocence. This is what liberal Republican candidate for Attorney General Tom Horne is doing to Andrew Thomas. One might just as easily say the same thing about Tom Horne.
