AFP - Take Action: AZ Needs Truth-in-Spending and Budget Transparency

Header

URGENT ACTION ITEM

Dear Arizona Taxpayer,

This coming Tuesday, January 31, the pro-taxpayer Truth-in-Spending reform bill will be considered in the Senate Appropriations Committee.
Senate Bill 1275, sponsored by Senator Steve Smith (R-Pinal County), would require a special vote if the Legislature wants to increase state spending at a rate that is faster than the rate of growth of state population plus inflation. The bill is also a government transparency measure, and would require the Legislature to give the public two weeks' notice before holding a public hearing to allow for taxpayer input before the vote.

Truth-in-Spending will serve as a "speed bump" for future Legislators--letting them know when spending growth outpaces the ability of the state economy to pay for that spending. As
this chart shows, if Arizona had stuck to a spending limit based on population plus inflation ("TABOR") since 2003, our deficit problems would not have reached the crisis proportions they reached during the past four years. Truth-in-Spending can help to keep Arizona from getting back on the spending roller coaster that destroyed state finances during the Napolitano years.

Please support fiscal responsibility in Arizona government by sending emails and making phone calls to the members of the
Senate Appropriations Committee.

If you wish to attend the hearing (wear Tea Party and Precinct Committeeman buttons, if you have them!), it is scheduled for 2:00 p.m. on Tuesday, January 31 in Senate Hearing Room 109.

PLEASE EMAIL THE COMMITTEE MEMBERS!

Whether or not you plan to attend the committee hearings, be sure to send the members short email notes indicating your support for the Truth-in-Spending bill, SB 1275. (Your note can be as simple as “Dear Senator X, Please vote YES on the SB 1275 Truth in Spending bill on Tuesday.  We need budget restraint and budget transparency. Sincerely, Joe & Jane Taxpayer.”) The members’ emails are listed below.  If you call, just leave short messages with members’ secretaries.

Here are the Senate Appropriations members who will hear the Truth-in-Spending bill on Tuesday, January 31 at 2:00 pm:

HB 2675 is common sense bill that will save the state money on universities

The Desert Lamp has a great post explaining exactly what HB 2675 does. Don't believe the hype that it will increase tuition.

This bill would not dictate that tuition go up $2,000 per year (though it nearly has before, and few were so indignant). This bill, if passed without amendment, would dictate that at least $2,000 per year of each student’s full tuition came from a source other than the state of Arizona. This excepts cases of academic and athletic scholarship.

Those especially incensed by this legislation argue that it robs students who qualify for financial aid but not academic scholarships the ability to get a completely debt-free degree. However, prudent voters ought to take a look at the assumptions that precede this argument. The Tribune article lists that nearly 50% of ASU undergraduates do not pay a dime in tuition. Pair this figure with the fact that only 28% of ASU undergraduates earn a degree in four years. Less than three-quarters earn a degree in six years, the last interval for which the school reports graduation rates.

A fraudulent U.S. Department of Justice?

Submitted to IC Arizona by Paul Revere

Regarding that “scathing” Dept of Justice report being used as a club against Sheriff Arpaio, isn’t this the Dept of Justice, under Eric Holder, who attacked SB1070 before he had even read the bill? Isn’t Eric Holder under investigation for Fast and Furious for deliberately allowing guns to flow to Mexican drug cartels, and that resulted in the death of Arizona Border Patrol Agent Brian Terry?

Isn’t the Civil Rights Division, under Assistant Attorney General Thomas Perez, the same one that has been sanctioned for more than $4 million for frivolous lawsuits and misconduct? Consider  these facts.

Thomas Perez once served as president of Casa de Maryland, a radical open borders group that encourages ILLEGAL aliens not to speak with the police and urges local governments not to enforce federal fugitive warrants against them.

Thomas Perez fought to mandate that Mexican ID be recognized as valid photo ID in the United States, even though two thirds of Mexico’s states and districts don’t accept them because they are rife with fraud.

It was Thomas Perez who demanded the dismissal of charges of voter intimidation against the New Black Panthers, despite videotape evidence and documented testimony from Bartle Bull, a civil rights activist who supported Robert Kennedy.

Thomas Perez’s Voting Section suppressed the military vote in 2010 by dragging its feet, so that many of our fighting men and women overseas don’t have a place to register to vote, and don’t get their ballots in time for their votes to be counted. What about the violation of their civil rights by being disenfranchised of their right to vote?

The barrage of “investigations” against Arpaio began 49 days after Barack Obama was inaugurated, and you don’t think these attacks are politically motivated?  Do you believe that the DOJ cares about the Civil Rights of US citizens?  I think it spends most of its time subverting our country’s immigration and voting laws.

FOR IMMEDIATE RELEASE – January 27, 2012

HB 2403
pUBLIC nOTICES; INTERNET

STATE CAPITOL, PHOENIX (January 27, 2012) – Representative Stevens will be holding Stakeholders Meetings every week (subject to change pending floor action) to discuss developments regarding HB 2403.

The language of the legislation accounts for the advancement in communications and increases the number of ways with which to deliver public notices. The legislation:

Ø      States that if there is a statutory requirement for a publication of a notice in a newspaper, the person responsible for the publication may publish in the newspaper or may provide notice at a designated site on a worldwide public network of interconnected computers, for at least the specified number of times as prescribed by law.
Ø      Asserts that if the number of times the notice is required to be published is unspecified, the minimum amount of time notice is given through the worldwide web is as prescribed in statute.
Representative Stevens stated, “Advancements in communications have prompted us to update our methods of delivering public notices. This will alleviate the reliance municipalities currently have on using only one medium for public notices”.
The meetings will be held every Wednesday beginning February 1st from 3:00 – 4:00 PM and will take place inside HR 038/39. Press representation is welcome.

The perils of putting off bankruptcy in Phoenix, Arizona

I am a bankruptcy attorney in Phoenix ($995/Chapter 7) and frequently have clients come in for consultations who don't choose to file right away. Some have difficulty coming up with the fee, others have a hard time finding time to get their paystubs and documentation together or file late taxes, and still others are simply procrastinators.

However this can be very risky. If you are behind on a credit card payment, and the same bank that owns the credit card is who you bank with, the bank can instantly seize the overdue funds from your bank account. Other creditors must go through the judgment process, sue you in court and get a judgment against you before they can garnish you. Some people think they're safe for awhile; because after the judgment they expect the creditor to file garnishment paperwork next to get at their wages. But creditors can also get at your bank account. They can accomplish this very quickly, and usually take all but $300 out of your bank account.

Why put up with the constant phone calls from rude third-party collectors and endless streams of bills in the mail? Sometimes there is a good reason to put off filing, such as if your income was too high for awhile so you are not eligible to file yet. But most of the time there is no good reason to put off filing, it creates a headache that can compound your financial problems.

The Alexander Bankruptcy Law Firm provides low low cost Chapter 7 and 13 personal bankruptcies. $995 Chapter 7 or $2500 Chapter 13 bankruptcies plus court filing fee. Free consultation with a compassionate Phoenix attorney who will handle your case personally. Call 24/7, available to meet with you around your schedule. 602-910-6812. Conveniently located in Central Phoenix along the Camelback corridor. AlexanderBankruptcyLawFirm.com

Photos of Tea Parties in Arizona greeting Obama's limousine

Obama came to Arizona Wednesday to brag about creating new jobs. He thinks he may have a shot at winning Arizona this fall for reelection. Uh, don't think so, not by the looks of the reception he received as he drove through Phoenix. Arizona's governor Jan Brewer had it out with him the instant he got off the plane, waving her finger in his face. Thanks to Angry Right Wing Housewife for the photos.

There were some far left activists with signs too.

Why shouldn't Public Notices be online?

Editor's note: IC Arizona and numerous other local online newspapers and blogs strongly support this bill

by Lynne LaMaster, Editor and Publisher of eNewsAZ
The Arizona Newspaper industry is in a panic.
Why? Because the Arizona State Legislature is considering a bill that would allow public notices to be published online.
Public notices, also known as legal notices, are the columns of government-required announcements one sees in printed newspapers usually placed near the classified section, set in very small type. It contains information about legal issues such as trustee sales, articles of incorporation, foreclosures, delinquent tax lists and domestic relations, just to name a few.
Right now, an old Arizona State law requires that public notices be published in a printed newspaper. But, HB 2403, which is being considered by the House Committee on Technology and Infrastructure would allow public notices to be published either in a newspaper or online.
According to the House website, HB 2403 states, "...that if there is a statutory requirement for a publication of a notice in a newspaper, the person responsible for the publication may publish in the newspaper or may provide notice at a designated site on a worldwide public network of interconnected computers, for at least the specified number of times as prescribed by law."
Newspapers do not support this proposed law because they would lose a great deal of income if it passes. FundingtheNews.com states on their homepage, "At a time when the financial model for news is facing the greatest crisis in decades, the level of government funding for news organizations has been declining sharply..."
Again from FundingtheNews.com, "Historically, these fine-print notices have been a lucrative business for newspaper publishers, and have touched off heated bidding wars for government contracts... While other forms of advertising have plummeted, public notices have been a bright spot for publishers."
The question is, why should the government fund news organizations, anyway?

Arguments in Favor of Online Public Notices

The purpose of public notices is for public notification. What's more public than the Internet? If placed properly online, the information can be searchable and indexed by search engines.
Public notices can be enhanced much more easily online. No more squint-to-read text. Online, it would be easy to add color if necessary, and photos when appropriate. If links to other information would be helpful, they can be added and made clickable. They can be formatted, headlines can be added easily and the content can become comprehensible with a decent layout. Public notices can even be placed in audio files for the disabled, if appropriate.
Public notices can be placed online at a much lower cost than in a newspaper. No ink, paper or distribution costs to pay for. Less waste to the environment.
Our local paper charges the City of Prescott $11 per column inch. Assuming that inch takes about 30 seconds to type in, it adds up to $1320 per hour.
Additionally, the public won't have to purchase a newspaper to see the notification.
Government agencies and municipalities will save money if they can place their public notices online. Saved money just might end up being saved jobs.
The newspapers shouldn't be given a free ride. Let them compete. Competition is good, it makes everyone better. Allowing online publication of public notices will simply level the playing field.
It's time to level out the playing field. The Internet is the future. And that future is now. Nobody's saying that one shouldn't be able to publish in a newspaper, just that alternative options should be available.
So, now you understand why the newspapers are writing editorials and placing ads that read, "The fox shouldn't guard the henhouse. Keep public notices in your local community newspaper," or, "Don't let government remove public notices from Arizona Newspapers... public notices need to be public." After all, newspaper organizations have a monopoly to protect.
In conclusion, online public notices just make sense for almost everyone - except the newspapers. As one city official stated, "Online is easier, cheaper, greener and better. What's not to like?"

Editor's note: A hearing will be held on this matter Thursday at the Capitol before the Committee on Technology and Infrastructure. Representative David W. Stevens is the Chair of the Committee. View the agenda.

Congressman Trent Franks Endorses Steve Chucri for County Supervisor

Steve Chucri
for County Supervisor

FOR IMMEDIATE RELEASE: January 25, 2012
Contact: Tyler Hudgins (480) 980-1471

Mesa - Today, Steve Chucri for County Supervisor is happy to announce the conservative endorsement of Arizona Congressman Trent Franks. An experienced, active and senior GOP leader in Arizona for over 25 years, Congressman Franks currently represents the citizens of Congressional District 2 and is well known for his conservative Reagan Republican voice and principled defense of truth and integrity in the halls of the United States Congress.

A passionate advocate of personal responsibility and free enterprise, Congressman Franks’ endorsement follows the key endorsements of U.S. Congressman and former Maricopa County Treasurer David Schweikert, as well as Scottsdale Mayor Jim Lane.

"I have known Steve Chucri for over ten years, and I firmly believe that Steve will help get county government back on track by defending truth, protecting the enduring value of life, cutting government waste, reducing taxes, fighting through bureaucracy, and ending needless regulation. I look forward to his staunch conservative leadership that our county desperately needs," stated Congressman Franks.

"Congressman Franks works tirelessly for the people of Arizona, an example of servant leadership that I wish to follow. The Congressman’s endorsement and support of my campaign is truly an honor," said Chucri.

Chucri became President & CEO of the Arizona Restaurant Association (ARA) in 2002. Under his leadership and strong work ethic, the restaurant industry in Arizona has enjoyed substantial growth and is a nearly $10 billion industry.

As President and CEO of the ARA, Chucri represents business owners and sees firsthand how the actions of local, state, and federal governments can positively or negatively impact restaurants and other small businesses in Arizona. Although he is not a career politician, Chucri’s experiences as a businessman, husband, and father give him invaluable insight into the needs of his community and ensure that, as County Supervisor, he will always place service to citizens before personal political gain.
